UAE Alcohol Laws 2025: Rules, Reforms & Penalties

Understanding UAE alcohol laws 2025 is essential for residents, tourists, and businesses. The United Arab Emirates (UAE) enforces strict alcohol regulations based on Islamic principles to protect public welfare and maintain social order. However, in recent years, several significant changes have been introduced to modernize the legal framework.

The primary law governing alcohol use in the UAE is Federal Law No. 3 of 1987, commonly referred to as the UAE Penal Code. This law prohibits the consumption, possession, and sale of alcohol unless carried out in licensed venues such as hotels, bars, and restaurants.

Before the enactment of the Federal Criminal Code in 1987, each emirate operated under its own laws:

Dubai followed Law No. 1972

Abu Dhabi followed Law No. 8 of 1976

While federal laws now apply across all Emirates, each emirate retains the authority to enforce additional local laws.

Emirate-Specific Rules: Sharjah, Dubai, Abu Dhabi & Ajman

Each emirate interprets alcohol law differently:

Sharjah maintains a zero-tolerance policy—alcohol is completely banned, even in international hotels.

Ajman does not require a permit for foreigners to purchase alcohol, but transporting alcohol from Ajman to other emirates (e.g., through Sharjah) can lead to legal issues.

Dubai and Abu Dhabi allow alcohol sales in licensed venues, and reforms have eased restrictions for residents and tourists alike.

Major Reforms in 2020: Federal Decree-Law No. 15

In 2020, the UAE government announced sweeping reforms to the alcohol laws under Federal Decree-Law No. 15 of 2020. These changes, now central to UAE alcohol laws 2025, aimed to promote responsible alcohol consumption and simplify the legal framework.

Drinking alcohol without a permit was decriminalised

Residents no longer need a licence to drink at home

Tourists can purchase alcohol using their passports

Minimum legal drinking age increased to 21

E-commerce sales and alcohol delivery were legalised under strict conditions

These changes removed inconsistencies in enforcement and reduced unnecessary legal risks for ex-pats.

Alcohol Sales, Delivery & Online Purchases

Authorised alcohol retailers can now sell through online platforms under a new licensing framework. However, there are conditions:

Buyers must be at least 21 years old

Alcohol must be for personal use only

Consumption is only allowed in licensed venues or private homes

Delivery services must be licensed and deliver only to authorised persons and locations

Major retailers like Maritime and Mercantile International (MMI) and African + Eastern now accept passports instead of requiring permits for tourists.

Public Consumption, Drunkenness & Driving Under Influence

While it is legal to consume alcohol in licensed bars and restaurants, public intoxication remains strictly prohibited:

❌ Drinking on beaches, parks, or streets is illegal

❌ Being drunk in public may result in:

Fine up to AED 5,000

Jail for up to 6 months

🚫 Drunk driving is a criminal offense with:

Minimum fine of AED 20,000

License suspension

Possible imprisonment

Even a small amount of alcohol or chocolate liqueur in your system while driving can result in arrest.

In Federal Supreme Court Judgment No. 1308 of 2020, the UAE’s top court clarified that if a particular emirate has its own alcohol laws, those will take precedence over the federal code for cases arising in that emirate—an important nuance within UAE alcohol laws 2025.

However, the UAE is a civil law jurisdiction with no binding precedent, meaning future cases may be interpreted differently.
